In UK the minister of mental health was sending out Advanced directive forms to those with a history of mental illness. These are usually only filled out by those with immediate life limiting diseases. So by those standards, one may assume the British government believes that mental health is Life Limiting.
Or rather, as social services were required to do, assess quality of life (from their own biases and prejudices)
It is interesting to note that those with mental disabilities were the largest cohort in C1984 deaths. And those with physical disabilities (described as requiring help with heavy housework) were not given ICU care.
How do they work out who should die?
Nice issued Frailty scoring system (note news items kept mentioning that victims were frail).

Level of physical disabilities (5= help with housework)
Plus
Age in bands over 60 (60-64=1 70=3)
Plus
Any and all of any type of medical condition or illness. Incontinence, high BP, high cholesterol =3
Those over 8 to be refused ICU treatment but during C1984 Hancock reduced it to 5.
