By 'coincidence', it was the CIA warning of global food shortages in 1974 due to a massively expanding population and global COOLING. Guess what? They blamed man made 'dust' (aerosols) for the cooling. 'Scientists' at the time were gearing up to blame anthropogenic aerosols (from industry, transport and domestic properties) for the coming 'Ice Age'. But then it started warming rapidly after the great Pacific Climate shift (a natural event) in 1976, so they blamed man-made carbon dioxide for warming instead! Different substance, same villain - man and his industries. They had it all worked out and their plans were most likely formulated from the post war period into the 60s and 70s.
